The statewide Medicaid managed care program is called HealthChoice Illinois.

Medicaid won’t cover the cost of room and board in a private assisted living community. But, it will cover necessary medical care services at some assisted living facilities, such as:[04]

  • Regular preventive care from a doctor, nurse, and dentist
  • Hospital or rehabilitative care
  • Prescription medications and medication administration
  • Emergency medical services
  • Medical supplies and equipment
  • Hospice or palliative care

Illinois offers additional Medicaid programs that may be helpful to seniors.

  • Aid to the Aged, Blind, and Disabled (AABD) offers eligible seniors medical assistance and cash assistance. To be eligible, seniors should be over 65 or receive Supplemental Security Income.
  • The Persons who are Elderly waiver offers services to support seniors in the home or community of their choice instead of a nursing home. It requires a separate application and often a waiting period. To be eligible, seniors must be able to live safely in their home or community with the services provided by the waiver. Additionally, the estimated cost of care services must be less than the cost of institutional care in a nursing home.[06]

Medicare assisted living coverage in Springfield

Medicare is the most common insurance for adults over 65 and is offered by the federal government. Many times, seniors and family members believe that Medicare will cover the cost of assisted living. Understand Illinois laws and regulations for assisted living facilities

In Illinois, assisted living communities are licensed by the Illinois Department of Public Health, Division of Assisted Living. Assisted living communities are licensed as either Assisted Living Establishments or Shared Housing Establishments. Once an Assisted Living Establishment or Shared Housing Establishment receives an initial license, the Department of Public Health will conduct annual inspections.

These two types of communities offer similar amount of care, but have a couple of key differences.

Assisted Living Establishments:[07]

  • Must offer single-occupancy apartments
  • Provide care to a minimum of three unrelated adults
  • Have a maximum of two seniors in an apartment
  • Are required to have a full-time manager and sufficient staff to meet the needs of residents

Shared Housing Establishments:[07]

  • Aren’t required to offer single-occupancy apartments
  • Must provide care to 16 or fewer unrelated adults
  • Don’t have guidelines on how many residents can share a room
  • Are required to have a manager, and the manager is allowed to oversee up to three establishments as long as they are within 30 minutes of each other

Both Assisted Living Establishments and Shared Housing Establishments also have assessment requirements that must be completed before a new resident moves in. New senior residents are assessed in the following areas before moving into an assisted living facility:[07]

  • Physical health
  • Cognitive abilities
  • Psychosocial condition

The initial comprehensive assessments must be completed by a physician. Residents are then required to have assessments annually, but may need more frequent assessments for things like skin integrity and nutritional health.

Illinois has several services that assisted living establishments must provide. Mandatory services include:[07]

  • Providing three meals each day
  • Vacuuming, dusting, and cleaning resident apartments
  • Offering laundry and linen services
  • Installing and maintaining an emergency response system
  • Having security measures in place
  • Assisting with activities of daily living as each resident needs

Springfield’s major form of public transportation is Sangamon Mass Transit District (SMTD).
