The U.S. Department of Veterans Affairs (VA) provides a wide range of benefits to eligible veterans and their family members. Some of these VA benefits can help pay for assisted living, including:

Improper planning or an incomplete application can result in denied or delayed benefits – or even a penalty period of ineligibility in some cases.

Medicaid

Medicaid is a joint federal and state program that helps people with limited income and few assets cover health care and long-term care costs. The Agency for Health Care Administration administers Florida’s Medicaid program, which is often referred to as the Statewide Medicaid Managed Care program.[04]

Florida Medicaid’s LTC Program covers a range of home- and community-based services, including those provided in assisted living communities.[05] However, Medicaid won’t pay for room and board in assisted living.[06] Assisted living residents on Medicaid must find another way to cover rent and meals.

To qualify for Medicaid-covered assisted living in Florida, a person must:[07]

  • Be 65 or older and eligible for Medicaid; or
  • Be 18 or older and eligible for Medicaid due to a disability; and
  • Require a nursing facility level of care (or a hospital level of care for those with cystic fibrosis)

Florida’s Comprehensive Assessment and Review for Long-Term Care Services (CARES) Program at the Department of Elder Affairs (DOEA) handles medical eligibility determinations. This free in-home assessment “identifies long-term care needs and recommends the least restrictive, most appropriate placement.”[07] Florida’s Department of Children and Families (DCF) assesses an applicant’s financial eligibility, although the Social Security Administration handles this for Supplemental Security Income (SSI) recipients.[07]

It’s important to note that Florida’s LTC Medicaid program is a waiver program. That means it can only accommodate a limited number of participants at one time. Eligible people may be placed on a waiting list before they can enroll in the program and begin receiving benefits. The waitlist is grouped by priority score and rank to ensure the frailest Floridians receive the care they need as it becomes available.[08] Priority for enrollment is not based on how long an individual has been on the waiting list.

Understanding Medicaid programs, benefits, eligibility criteria, and the application process can be difficult. It’s best to seek specialized benefits counseling through local or state agencies and/or a knowledgeable elder law attorney to avoid incurring a penalty period of ineligibility for Medicaid.

Naples is a very senior-friendly city. Roughly 55% of the population is 65 and older.[10] Although Naples is an expensive area to live in, the wealth concentrated there means that the community is rich in amenities. The median annual income in Naples is $117,432.[10]

NCH (Naples Comprehensive Health) System
NCH has two hospitals in Naples: NCH Baker Hospital and NCH North Hospital. The NCH system provides a full range of medical services and is home of the award-winning Rooney Heart Institute and the Hospital for Special Surgery (HSS) at NCH orthopedic hospital.

Physicians Regional features three medical centers around Naples. The Pine Ridge and Collier Boulevard locations are general hospitals, while the North location focuses on orthopedic and spinal surgeries and inpatient rehabilitation.

Transportation for seniors in Naples

Almost all of our partner assisted living facilities offer senior transportation services. In fact, 88% offer either complimentary transportation.[01] Naples is a car-dependent city with few walkable areas, so these senior-friendly services provide a convenient and safe way to get around the city.

Collier Area Transport (CAT) is the local public transit system, which offers numerous bus routes in and around Naples. CAT’s fleet of buses is fully accessible. CAT also provides a door-to-door paratransit service called CATConnect for those who have disabilities and those who are transportation disadvantaged.

On the waterfront, Naples Bay Water Shuttle connects riders to popular dining and shopping spots in the city.

With its sun-soaked beaches and year-round balmy weather, Naples is an ideal city for those who enjoy spending time outdoors.

Outdoor activities

Aside from popular fishing and boating activities, Naples offers many outdoor attractions. Most are accessible to those who use wheelchairs or have disabilities:

Museums and historical attractions

If you or your loved one prefer indoor activities, Naples also has a variety of museums and attractions that cater to different interests:

  • Revs Institute is a fully accessible attraction for car enthusiasts that features historically significant classic cars.
  • The Baker Museum showcases fine art from all over the world, and it’s equipped to accommodate individuals with mobility issues and people who are deaf or hard of hearing.
  • Naples Historical Society offers tours, lectures, and events about local history.
  • Collier Museum at Government Center has both indoor and outdoor exhibits showcasing the history of Naples. Explore the galleries or step outside to meander through the gardens and restored cottages.

Local entertainment

Take advantage of all that Naples has to offer, from local performances to specialty shops:

  • Seminole Casino Hotel has something for everyone in nearby Immokalee. Enjoy live music or try your luck at the blackjack table.
  • The Naples Players is a community theater facility in the heart of downtown Naples. All three theaters in the facility are wheelchair-accessible. They also offer assistive listening devices and sensory-friendly performances.
  • Tin City Waterfront Shops has much to explore, from clothing and jewelry to specialty shops and restaurants.

Assisted living laws and regulations in Florida

Florida’s Bureau of Health Facility Regulation licenses and inspects all assisted living communities in Florida. In addition to a standard license, assisted living communities may pursue specialty licenses that permit the provision of limited nursing services, extended congregate care, or limited mental health services.[13]

Standards of care

Assisted living communities with standard licenses provide housing, meals, and personal care services. Trained staff may help residents with taking their medications, but only licensed staff are permitted to administer the medications.[13]

At least one person who is certified in first aid and CPR must be on the premises at all times.[13] Other staffing requirements depend on the size of the facility. In general, facilities must have enough staff present to meet residents’ needs at all times.

There are also strict training guidelines for staff members on everything from emergency procedures to providing personal care. Specialized training is required for staff assisting those with Alzheimer’s or other forms of dementia.[13] Staff members are also required to pass extensive criminal background checks.[13]

Inspections

Communities are inspected before initial licensing and at least every two years afterwards to help ensure they comply with state regulations.[13] These inspections generally cover the elements below:[14]

  • Clinical records
  • Staffing reports
  • Resident and staff interviews
  • Compliance with all regulations
