How people pay for senior apartments in Fort Wayne

Independent seniors looking for age-specific apartments in Fort Wayne typically pay for most of their monthly rent out of pocket using private pay methods. However, under some circumstances, seniors may be able to offset some of their other costs like in-home health care with VA benefits, Medicaid, Medicare, or public assistance. Note that the cost of rent for senior apartment communities is not covered by programs like Medicaid, Medicare, or long-term care insurance because they don’t provide actual care. Here you can find private pay, housing assistance, VA benefits, Medicare, and Medicaid resources for seniors.

Private pay methods

Seniors frequently have some accumulation of savings or access to income streams that they can use to cover their apartment rental. For instance, they might receive regular monthly benefits from Social Security, collect a pension, have a retirement account, or own investments.

If you’re interested in knowing about other private pay methods, read our guides below. They’ll provide you with more details about using your home ownership or life insurance to cover the cost of your Fort Wayne senior apartment.

If you or your spouse is a military veteran, you may be eligible to receive special benefits. For instance, the VA Aid and Attendance benefit is designed to cover some expenses associated with living in a senior apartment facility or complex because it is for anything that improves quality of life. You can apply online or by sending a completed VA form to your Pension Management Center.

If you need help navigating the application process or would like to see what other benefits are available in your area, start by contacting an Allen County veterans services officer. These vetted experts can help you understand and apply for VA benefits. You can also connect with these experts at other veterans services organizations (VSOs), such as the American Legion or Veterans of Foreign Wars.

Medicaid

Indiana Medicaid is a program designed to help low-income seniors cover the cost of medical care. While it won’t pay for the cost of senior apartment rent, Medicaid can be another way to pay for in-apartment care, health care appointments, treatments, and surgeries.

If you are looking for more information on Medicaid in general, take a look at the Indiana Family and Social Services Administration Medicaid Eligibility Policy Manual. There, you’ll learn more about home and community based services (HCBS) waivers, which are sometimes referred to as 1915(c) waivers. These waivers can be used to pay for medically necessary home visits from health care professionals. You can apply for Medicaid and the HCBS waivers through the Indiana Family and Social Services Administration. If you’re not eligible for Medicaid waivers but have a physical disability and are age 65+, you may still be eligible for funding through Hoosier Care Connect. Before you apply, be sure to check your eligibility.

Like so many programs, Medicaid can be confusing even after you’ve conducted research. To make your experience less overwhelming, it is strongly recommended to get in touch with the local long-term care ombudsman for more personalized information and guidance. Ombudsmen are specifically trained to help seniors through the Medicaid process. The Aging and Disability Center can also help.

Medicare

Medicare is a federally funded and arranged insurance program that will not cover rent but can act like private insurance and help cover some short-term medical care costs. The main difference between Medicaid and Medicare is that Medicare’s not just for low-income seniors.

Medicare is available to all seniors 65 and older and can be applied for online or in person through the Fort Wayne Social Security Administration office. All states have their own versions of Medicare and some, like Indiana, have other programs to reduce the cost of health care such as HoosierRx, a pharmaceutical assistance benefits program, and Medicare Savings Programs that can help cover copays, premiums, and deductibles for eligible individuals.

The Program for All-Inclusive Care for the Elderly (PACE) is a program designed for those 55 and older who need the level of care one might normally receive in a nursing home. PACE delivers that care in settings outside of a nursing home to keep seniors independent longer.

If you have not yet registered with Medicare, you can start by reaching out to Indiana’s State Health Insurance Assistance Program (SHIP). Indiana’s SHIP program is a free counseling program for people with Medicare and can be found at the Aging and In-Home Service of Northeast Indiana, the local area agency on aging. You can also reach out to the long-term care ombudsman for assistance.

Public assistance

A few types of public assistance may be available for seniors who meet low-income requirements. These include the U.S. Department of Housing and Urban Development (HUD) Housing Choice Voucher program, formerly known as Section 8, and Social Security benefits.

The local HUD Housing Choice Voucher program can help offset the cost of rent for seniors and is determined through the Fort Wayne Housing Authority. However, not all landlords who own senior apartments accept HUD vouchers. It is important to make sure to check with your landlord.

In terms of Social Security, you may already be receiving retirement benefits based on your or your deceased spouse’s work credits, which would be a Social Security survivors pension. If you have been diagnosed with a disability and used to work, you may be eligible to receive Social Security Disability Insurance (or SSDI) as well. If you have a disability but did not work, coverage may be available through Supplemental Security Income (or SSI).

Understand Indiana laws and regulations for senior apartment communities

Senior apartments aren’t governed as strictly as care-specific housing properties like skilled nursing and memory care facilities because they do not provide health-related services. However, property owners and managers must still ensure they follow all applicable Indiana and Fort Wayne housing laws, regulations, and requirements as outlined by the Indiana Department of Health and other organizations.

For example, all senior apartments must comply with:

For more in-depth information, read the Fair Housing for Seniors in Indiana guidebook. This resource also includes information on the Housing for Older Persons exemption, which protects people over 55 from renting housing that has not been approved.

To further vet any potential senior apartment for the factors that matter most, such as cleanliness, safety, security measures, privacy, access, upkeep, and non-discriminatory processes, you can look up HUD’s inspection reports. If you have concerns before or after moving to a senior apartment, you can contact the Indiana Department of Health.

What to expect from senior apartments in Fort Wayne

Senior apartment living arrangements in Fort Wayne, Indiana, are designed to meet the needs of independent older adults. What makes senior apartments so appealing to many retirement-age individuals is that they offer all the benefits and freedom of living in a home without all the annoying maintenance issues like shoveling snow and groundskeeping. Additionally, many senior apartment communities offer unique amenities ideally suited for active singles and couples.

Fitness options

In the era of aging in place, many seniors stay active as long as they can. If this describes your lifestyle, consider looking for a senior apartment facility with onsite recreational and fitness choices. These could be anything from tennis courts and swimming pools to a workout and exercise room or daily yoga classes. Fort Wayne also has many parks, biking lanes, golf courses, bowling alleys, and pickleball courts. This enables you to move as freely as you want and keep up your active lifestyle.

Social events and outings

Some senior housing communities set up picnics, barbecues, and other social events. Your preferred senior apartment facility may even host occasional outings for an affordable price. These types of social celebrations and occasions give you the chance to mix and mingle with others in your senior apartment community. They also enable you to explore Fort Wayne and the surrounding areas alone, with your spouse or partner, or even with visiting family members and friends.

Accessible living

Do you or your live-in loved one use a wheelchair? Need accessibility beyond an elevator or one-story home? Many senior apartments are laid out to make it easier for you to move around easily and safely with wide doors, walk-in tubs, and lowered countertops and cupboards. When you take your in-person or virtual tour of a senior apartment, ask about these possibilities.

Citilink Bus is the bus route that travels through Fort Wayne. Be sure to check on the route times and schedule. The Citilink website is kept up-to-date and includes scheduling modifications during holidays. The Community Transportation Network (CTN) is a private, nonprofit agency that may offer shuttle or other services to seniors. CTN is specially designed for individuals — including seniors — who are having trouble accessing or affording other means of transportation in the Fort Wayne region.
