In Washington State, the name of the Medicaid program is Apple Health. This program does not cover room and board costs at a memory care facility. However, a home and community based services waiver (HCBS), also called 1915(c) waivers, give states the power to use Medicaid money to pay for senior care at facilities that provide assisted living-type services to help cover actual care that is delivered to the senior.
If your loved one is 65 or older, earns less than $841 a month, and needs help with at least three activities on a daily basis, then they also qualify for funding from the Medicaid Personal Care program.

When it comes to memory care, Medicare doesn’t cover custodial costs. The latter includes room and board. But that doesn’t mean Medicare offers no benefits for your loved one. This program can still provide helpful financial assistance with personal care, medically necessary in-home care costs, transportation, assistance with daily activities, medication management, and specialized programming.
To offset future medical costs even more, you can also consider the following programs:
- Program of All-inclusive Care for the Elderly (PACE): PACE helps older adults to receive necessary medical treatments like physical therapy, occupational therapy, dental care, prescription drug coverage, and more.
- The Medicare Savings Program assists seniors who qualify for Medicare and the Savings Program to pay for co-payments, premiums, deductibles, and coinsurance. Applications are available online or can be sent in via paper submission.
- The Washington Prescription Drug Program (WPDP) makes safe medications available to seniors at reduced prices. This is administered through its ArrayRx discount card.
- SHIP (State Health Insurance Assistance Program) provides free counseling to seniors to better understand Medicare and make the most of their benefits. In Washington, this program is called Statewide Health Insurance Benefits Advisors, or SHIBA.

In Washington state, all assisted living and memory care facilities must be licensed.
