Medicaid will not cover the cost of a senior apartment, but it will cover in-home health care services if medically required. Seniors in Kentucky can make use of these services through the Home and Community-Based (HCB) waiver. The goal of this program is to help seniors live independently. As such, the HCB waiver provides a number of services, such as adult day health care, home-delivered meals, and respite care.
To apply for an HCB waiver, seniors must first meet financial eligibility for Medicaid. Kentucky seniors can apply for Medicaid online via Kynect, the state’s one-stop shop for benefits, or by calling the Department for Community Based Services.
