Medicaid

HealthChoice Illinois is the state’s Medicaid program. In Illinois, Medicaid cannot cover the room and board costs of a memory care facility. But Medicaid can take care of some health care expenses.

Medicare

Medicare exists to aid seniors who are 65+ and individuals with specific disabilities, including those requiring memory care. Although Medicare does not directly cover custodial expenses for memory care, such as room and board, it does provide support for medically necessary care.

Another way to save money is through the Illinois Medicare Savings Programs, which are available to seniors in Naperville who need help with some out-of-pocket costs associated with Medicare. These facilities undergo Life Safety Code/physical environment inspections that are conducted by the Illinois Department of Public Health’s (IDPH) Design and Construction Section as a part of the licensing process. IDPH also performs regular unannounced visits to verify compliance with the requirements and standards associated with licensure.

While direct online access to inspection reports and licenses isn’t available, you may file a Freedom of Information Act Request to procure these records. This process grants individuals legal access to inspect government records.

Regulations

Memory care facilities follow the general regulations for assisted living in addition to more specific guidelines tailored to residents with memory impairments. These regulations address staffing, training, and care plan development. Regulations include the following:

  • Memory care facilities must have staff available 24/7, with at least one staff member awake, on duty, and on-site at all times.
  • Staff members must undergo specific training to meet the needs of residents with cognitive impairments, including orientation to the characteristics and needs of the establishment’s residents and ongoing training in areas such as infection control, disaster procedures, and assisting residents with activities of daily living.
  • A service plan is a crucial aspect of memory care. It is developed in mutual agreement by the resident, their representative, the establishment’s manager, and a registered nurse. This plan addresses the level of service the resident receives, the type and frequency of health-related services needed, and who is responsible for providing the service plan. The service plan is reviewed annually (or more often if the resident’s condition, preferences, or service needs change).
  • Facilities that offer special programs for people with Alzheimer’s disease and other forms of dementia must disclose this information and follow specific guidelines. These guidelines ensure the safety of all residents, the coordination of communication with each resident and their representative, appropriate cognitive stimulation, and the development of emergency procedures.
